Dreamweaver is the standard software to learn to make websites.
Also nowadays making websites using Wordpress is more popular. Even though Wordpress is used for blogging you can change the layout from the control panel and make a website. Maybe you should learn wordpress and later maybe you can learn Dreamweaver.
